Statewide Local Government Energy Efficiency Best Practices Coordinator

Patrick Stoner has been a member of the Local Government Commission staff since 1993 and currently serves as the Statewide Local Government Energy Efficiency Best Practices Coordinator. The position is part of the California Public Utilities Commission’s September 2009 decision on 2010-12 statewide energy efficiency programs. Patrick will develop and distribute best practices case stories on energy efficiency policies and programs that help local governments implement their climate action plans, track progress toward meeting the local government goals of California’s Long-term Energy Efficiency Strategic Plan, and serve as a resource to help local government energy programs achieve success.

LGC's past energy programs have provided energy efficiency design assistance for new residential development plans; rebates for installing cool roofs; help for local governments to procure, finance and install renewable energy systems; and assistance to two California counties, and the cities within them, to establish energy offices to develop and implement regional energy programs. With funding from the California Energy Commission's Public Interest Energy Research Program, LGC oversaw a pilot project to help local governments explore the feasibility of community choice aggregation.

For 2010-12, the LGC has partnered with ICLEI Local Governments for Sustainability, the Institute for Local Government, and the four investor-owned utilities in California: Pacific Gas and Electric Company, San Diego Gas and Electric Company, Southern California Edison Company, and Southern California Gas Company in the Statewide Energy Efficiency Collaborative (SEEC) to provide assistance to local governments in their energy efficiency planning efforts.
