Award Winners
The
San Rafael Downtown General Plan Policies
were submitted by the City of San Rafael Community Development
Department in California. In 1991, city leaders began
a process to revitalize their stagnant downtown. After
input from two advisory committees and over 1,000 residents,
the downtown general plan policies were adopted. The policies
generate public and private projects which continue to
revitalize a much improved downtown. For questions regarding

The
Transportation and Growth Management
Program (TGM) was submitted by the Oregon Department
of Land Conservation and Development. The TGM Program
was initiated by the State of Oregon in 1993 to help ensure
that land use and transportation decisions in urban areas
contribute to more livable communities. The program is
cooperatively managed by the Department of Transportation
and the Department of Land Conservation and Development
to assist local governments by providing grants, technical
assistance and policy and program development. For questions

of Merit
The Lodi Central City Revitalization
Program was submitted by the City of Lodi, California.
This program was adopted by the city council as a result
of community concern over rapid commercial (big
box') growth in the southwest portion of the city and
the relocation of Downtown businesses. The program was
developed through an open process and provides a center
focus that combines commercial, civic, cultural, and recreational
