SB 375 passed the Assembly and passed in the Senate on concurrence.  It will now go to the Governor to be signed or vetoed.

This bill is now a two year bill. It is currently in the Assembly Appropriations Committee and can be considered again in 2008.

Transportation planning: travel demand models: preferred growth scenarios: environmental review.

The bill requires the California Transportation Commission (CTC), in consultation with the Air Resources Board (ARB), to adopt updated guidelines for travel demand models used by the larger regional transportation planning (RTP) agencies and requires the ARB, in consultation with the affected transportation agencies, to set regional greenhouse gas emission reduction targets related to the transportation sector, and establish measures to reduce these emissions. The bill also requires the affected RTPs to use the updated modeling guidelines to create “sustainable community plans” in their regional plans that will reduce vehicle miles traveled to meet the limits for greenhouse gas emissions set by the ARB. The bill provides incentives for local governments to incorporate the sustainable community plans into the transportation elements of their general land use plans and to ensure new developments are consistent with the plans.  The bill establishes guidelines for the sustainable community plans including limiting or prohibiting development on a variety of lands, such as publicly owned parks, open space, habitat protection areas, farmland, and floodplains. Also, the plans must be consistent with state planning priorities. The bill requires new transportion projects to be consistent with the sustainable community plans to be funded.
