Trade corridor improvement: transportation project selection.
This bill would establish a process and criteria for the California Transportation Commission (CTC) to select projects for the $2 billion within Proposition 1B earmarked for projects that reduce congestion and air pollution along trade corridors in California, and the $1 billion earmarked or air quality mitigation. For the trade corridor pot, the bill gives priority to projects that achieve all of the following: enhance system efficiency and predictability, significantly improve regional mobility and safety in heavily congested areas, and significantly reduce diesel particulate emissions and particulates of nitrogen, particularly in communities disproportionately impacted by goods movement. This bill also requires the CTC to coordinate with the Air Resources Board to evaluate emission reduction data and the air quality benefits of projects. For the air quality pot, the bill defines which types of projects are eligible for funding including: the replacement, repower, or retrofit of heavy-duty diesel trucks, cargo handling equipment, locomotive engines, including switching engines, and harbor craft that operates at the state’s seaports; and providing on-shore electrical power for ocean freight carriers calling at the state’s seaports and providing mobile or portable shoreside distributed power generation projects for that electricity. The bill also establishes criteria for evalutating projects including emissions and greenhouse gas emissions reductions, health benefits, cost effectiveness, the severity of the emissions, the degree to which the emission go beyond regulatory requirments, and matching funds. The also establishes a public process for establishing guidelines and selecting projects.
