Connecting Land Use and Climate Change

Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006.

This bill would require the various state agencies, including the Department of Water Resources, that are implementing Proposition 84 to develop and adopt guidelines and regulations; consult with other entities; conduct studies; and follow certain procedures for establishing a project, grant, loan or other financial assistance program designed to implement the initiative. The bill requires the Department of Water Resources to conduct a study to reduce flood risks and improve water supply reliability.  The bill also requires the creation of a Sustainable Communities Council, to be comprised of the Secretary of the Resources Agency who shall serve as chair, the Secretary for Environmental Protection, the Secretary of Business, Transportation and Housing, and two public members appointed by the Governor. The council would be charged with coordinating efforts between member state agencies to best improve air and water quality and natural resource protection, increase availability of affordable housing, improve transportation, meet the goals of the California Global Warming Solutions Act of 2006, and encourage sustainable land use planning.  Other provisions of the bill include guidelines for the distribution of grant money to cities and counties for development planning and projects that promote development that helps to meet the requirements of the Global Warming Solutions Act of 2006.  The guidelines include providing money to cities and counties that develop projects that will promote water conservation, reduce automobile use and fuel consumption, encourage greater infill, protect natural resources and agricultural lands, and revitalize urban and community centers. The bill also includes guidelines for the distribution of $90 million for nature education and research facilities by the Department of Parks and Recreation. Extra consideration for funds will be given to projects that utilize U.S. Green Building Standards, increase accessibility, serve underrepresented populations, and illustrate ongoing financial commitment to the project.
