The least costly energy is the energy you don't use. Local governments
can implement energy efficiency programs to save substantial amounts
of money. For example, the City of San Diego retrofitted 50 buildings
and saves $2,800,000 annually as a result. Switching from incandescent
to light emitting diode (LED) traffic signals is another way for
local governments to save on energy and maintenance costs.
