LGC's Energy Work
Formed
in 1979, the Local Government Commission's (LGC) original mission
was to identify and implement local solutions to the energy crisis,
based on conservation and the use of renewable resources. Accordingly,
the LGC produced numerous energy policy documents, followed by
conferences for elected officials and workshops for government
staff and citizens.
As a result of the combined, pioneering work of
the members of the LGC, California Energy Commission (CEC) and
Office of Appropriate Technology, California local governments
are now producing an amount of alternative energy equivalent to
the output of two nuclear power plants. In the area of conservation,
LGC assistance to the City and County of San Francisco alone
resulted in 40,000 housing units being retrofitted over an eight-year
period with energy conservation measures, reducing energy bills
for these units by 10%.
In 1993, the LGC worked under contract with
the CEC to develop energy efficiency guidelines for local governments
to incorporate within their general plans and, in partnership
with CEC, sponsored a series of workshops for local elected officials.
Out of these efforts emerged the Energy Aware Planning Guide,
a comprehensive policy handbook for local governments that outlines
opportunities for energy conservation and addresses economic and
environmental concerns for each. The LGC helped the CEC produce
a second, follow up guidebook, Energy Aware Planning Guide: Energy
Facilities.
