Community Choice Aggregation
A Workshop for Local Government Leaders and Staff

Community Choice Aggregation (CCA) allows cities and counties, or groups of them, to supply electricity to customers within their borders. This workshop was for local elected officials, city managers, county administrators, public works directors, facility managers, and other community members interested in learning about CCA.
The Local Government Commission and Navigant Consulting, Inc. has been working with a dozen cities and counties over the past three years to investigate the feasibility of implementing CCA. This project was funded by the California Energy Commission's Public Interest Energy Research's renewable energy program and the US Department of Energy. One of the goals of the project was to see if the cost of doubling the amount of renewable energy consumed in CCA communities could be economically competitive with utility rates.
This workshop provided participants with basic information about CCA, and highlighted the results of some of the project's studies. Participants heard from local governments investigating CCA, some in this project and some not. They dsicussed why they are interested, what they see as the benefits and the risks, as well as the barriers they have encountered and how they have overcomed them.
