The way state and local governments collect and allocate tax revenue significantly influences infrastructure investment and land use decisions. For example, the current incentive to local governments to encourage retail buildings that generate sales taxes impedes the development of sufficient workforce and affordable housing.
At the Roundtable, a select group of participants from regional and statewide organizations and state policymakers will have an opportunity for in-depth discussion of two key legislative proposals for fundamental fiscal reform. Specific bills to be discussed include AB 1221, the sales/property tax swap bill co-authored by Assemblyman Darrell Steinberg and Assemblyman John Campbell, and measures to address reassessment of commercial property including SB 17 by Senator Martha Escutia.
