Webinar—Energy Program Funding for Local Governments

Local governments currently face a lot of uncertainty as sources that many depend on to fund their energy programs are set to expire.  The long-term programs that are needed to meet state climate change and energy goals are difficult to accomplish under these circumstances. 

This webinar will provide updates from the California Public Utilities Commission and the investor owned-utilities on the status of energy efficiency programs.  We will also highlight a local community that has set up an energy fund to support energy efficiency and renewable energy projects at municipal facilities.

The webinar will provide information about:

• Cap and Trade: A CPUC staff member will discuss the potential for cap and trade revenues to fund energy projects at the local government level. The CPUC opened a new rulemaking process to address revenues utilities might receive from the cap and trade and low carbon fuel standard programs (R.11-03-012). The rulemaking estimates utilities could receive revenues of $650 million from the initial allocation and calls out energy efficiency programs as one of several potential ways to spend that money.
• The Public Goods Charge: Frank Spasaro of the Southern California Gas Company will discuss the status of funding for energy efficiency programs, including an update on the Public Goods Charge.
• San Jose Revolving Energy Fund: Mary Tucker, from the City of San Jose, will provide an overview of San Jose’s Energy Fund that was created in 2005 to provide ongoing support for energy efficiency and renewable energy projects at municipal facilities.
