Report Available on Local Government Participation in Energy Efficiency Programs

Jody London Consulting (JLC) released a report on participation by California public agencies and local governments in energy efficiency programs in December. The report is available at:

JLC prepared this report as part of the 2004-2005 energy efficiency partnership between the County of Los Angeles, Southern California Edison, and Southern California Gas. The partners wanted to gather better information about why public agencies may or may not participate in energy efficiency programs, identify best practices and policies that contribute to success in energy management activities, and develop a model for regional delivery of energy programs to public agencies in the Los Angeles metropolitan area, with an initial emphasis on energy efficiency.

The survey and interviews conducted as part of the study confirmed what was found in the literature: the key barriers to doing more energy efficiency projects are time and resources. Secondary barriers include lack of knowledge of energy issues and technologies, and understanding the various programs. This report also includes information on energy management best practices for public agencies and local governments, an area that could benefit from further development. A primary finding from our best practices research and experience is the importance of top-level support for energy efficiency policies and programs.

This report recommends next steps for the 2006-2008 partnership between the organizations, several of which are already being implemented. It also recommends next steps on a region-wide basis, as many of the individuals who participated in the data gathering were from the greater metropolitan Los Angeles area.
