Cool Roof Rebate Guidelines
The California Energy Com-missions Cool Savings Program (CSP)
has issued new guidelines that provide incentives to reduce peak
electricity demand from building air conditioning systems resulting
from dark roof surfaces. The following is a summary of the new guidelines.
Who is eligible to receive the incentives?
- Building owners and property managers with authority to make
decisions associated with building repairs, renovations, or new
construction.
- Others upon written approval from the CECs CSP contract
manager.
Note: Only one incentive will be paid per project. For example,
the roofer and building owner cannot both apply.
Which projects are eligible for the incentives?
- Buildings in California Climate Zones 2 through 15 (basically
everywhere but north coast and mountains, see
http://www.pstvnrg.com/coolroofs/zones.pdf
for a list of cities and their climates zones).
- Buildings that have electrically-powered, compressor-based air
conditioning systems or refrigeration systems in the case of cold
storage buildings, operating from June through September. Eligible
buildings include:
- All non-residential buildings.
- All multi-family residential buildings.
- Single-family residential buildings that are aggregated as
a group under a single application, with CEC CSP contract manager
approval.
- Buildings with existing roof and duct surfaces that are in
compliance with all applicable codes and standards prior to
application, and do not include a radiant barrier system. Buildings
that include both air-conditioned and unconditioned spaces will
be eligible for a rebate only for the portion of the roof directly
over the air-conditioned space.
- Projects that use products from the Energy Star Roof Products
Program Qualifying Product List and have a reflectivity
greater than or equal to 65% and emittance greater than or equal
to 80%, or a minimum Solar Reflective Index (SRI) of 75%. The
list with reflectivity and emittance properties is available at

estar/consumers.nsf/content/roofbus.htm. Sloped roofs have the same emittance requirement
but require reflectivity of only 40%, or SRI of 41%.
- Projects that include a manufacturers five-year material
warranty and two-year minimum installation warranty from the contractor.
How large are the incentives?
Incentive levels will change after September 30, 2001. To be eligible
for the higher incentive level, projects must be fully completed
(the cool roof is installed and reflecting sunlight) by September
30, 2001, and final applications submitted no later than October
15, 2001.
- Cool Rooftop Ducts: $0.20/sf until 9/30/01: thereafter $0.15/sf.
- Cool Roofs over Refrigerated Buildings: $0.25/sf until 9/30/01;
thereafter $0.20/sf.
- Cool Roofs over Non-residential and Multi-family residential
buildings: $0.20/sf until 9/30/01; thereafter $0.15/sf.
- Other Buildings Approved by CEC CSP Contract Manager: incentive
levels approved on a case by case basis.
- Roof Insulation: for roofs with pre-retrofit insulation R-value
less than or equal to R-5, add $0.05/sf to the cool roof incentive
when insulation is added to the roof in conjunction with a qualifying
cool roof.
Funds will be available on a first-come, first-served basis and
there is no limit on the number of projects submitted to the CSP
by any individual applicant.
