The new Emerging Renewables Rebate Program Guidebook and forms are now available online at: http://www.energy.ca.gov/renewables/documents/
The California Energy Commission formally adopted these guidelines on February 19, 2003. Hard copies of the Guidebook will be available shortly.
Applications will be accepted beginning March 3, 2003. Total funding under the program is $118 million. Applicants must use either the Emerging Renewable Rebate Program forms found at the above web site to participate in the program or those in the hard copy of the Guidebook when it becomes available.
Additionally, the Guidebook and forms for the Existing Renewable Facilities Program also are available at the same web address given above.

Notable Changes to the Renewable Energy Buydown Program
Photovoltaic, Solar Thermal Electric and Fuel Cells using a renewable fuel rated at less than 30 kW of output are now eligible for a rebate incentive of $4.00 per Watt.
Wind power installations under 7.5 kW are eligible for a rebate incentive of $2.50 per Watt. Installations from 7.5 kW to 30 kW are eligible for a rebate incentive of $1.50 per Watt.
The rebate levels will be reduced by 20 cents per watt every six months beginning July 1, 2003 (and every January 1st and July 1st thereafter).
Rebates for owner-installed systems are discounted by 15 percent.
Affordable housing projects may qualify for an extra 25 percent rebate above the standard rebate level, not to exceed 75 percent of the system cost.
