San Francisco Takes Steps to Become a Community Choice Aggregator

In February Supervisor Tom Ammiano was joined by leading energy experts, environmentalists and consumer advocates to unveil an ordinance establishing a Community Choice Aggregation Program for San Francisco in accordance with state law.

The ordinance will allow San Francisco to aggregate the electrical load of electricity consumers within San Francisco and to accelerate the introduction of renewable energy, conservation and energy efficiency into San Francisco's portfolio of energy resources, consistent with the City's Electricity Resource Plan.

The ordinance follows on the heals of the City's adopted study of Community Aggregation by R.W. Beck, through its Local Agency Formation Commission.

The ordinance will authorize City departments to develop a Community Aggregation Implementation Plan, subject to approval by the California Public Utilities Commission. If adopted by the Board of Supervisors and approved by the CPUC, the Implementation Plan will allow the City to utilize a competitive process to secure bids to provide energy to City residents and businesses over the local utility's wires, at rates equal to or less than local utility rates. Customers will have the option to choose the local utility.
