Director of the Ventura County Regional Energy Alliance
The VCREA
The Ventura County Regional Energy Alliance (VCREA) is a Joint Powers Authority composed of public agencies working in collaboration to develop and implement sustainable energy policies and practices within the region.
VCREA activities are directed by a Board comprised of representatives from member agencies within the Alliance. The VCREA Board and its staff also receive guidance from an Advisory Committee of community and business leaders and local agency staff. VCREA activities through 2005 are funded in part by grants from the California Public Utilities Commission.
The VCREA mission is to establish Ventura County, its communities, and neighboring regions as leaders in developing and implementing durable, sustainable energy initiatives that support sensible growth, a healthy environment and economy, an enhanced quality of life and greater self-reliance for the region, by reducing energy demand, increasing energy efficiency, and advancing the use of clean, efficient and renewable resources.
The VCREA Director
The VCREA intends to hire a Director with previous experience in the development of a new organization. The successful candidate will be ready to make a long-term commitment to the viability of the agency, and be prepared to contribute to the developing vision for the VCREA. The candidate will have a record of successful fund-raising and effective management to support that vision.
The VCREA Director is a full-time, on-site member of the VCREA staff, hired as a two year, limited term position, with an option for the VCREA to renew as new funding becomes available. Under the general direction of the VCREA Board, the Director manages the activities of the VCREA. The Director's principle duties are to:
Work with the VCREA Board
Meet regularly with the VCREA Board, with individual Board members,
and with the VCREA Advisory Committee; prepare the VCREA annual
business plan; manage the development of a regional energy strategy;
and report to the Board on agency performance.
Day-to-day operation of the VCREA
Pursue grant and loan funding opportunities; develop programs
and services for the VCREA member agencies; represent the VCREA
with member agencies and other public groups; prepare and manage
agency-wide and specific program budgets.
Manage VCREA staff planning and hiring; provide appropriate support to staff, and monitor staff performance; prepare consultant rfp's, negotiate contracts, and manage consultant activities.
Liaise with utility and State energy agency staff; develop and maintain relationships with other non-member agencies; and pursue funding and technical support from utilities and other agencies.
Develop and conduct energy education
Direct the development of the VCREA energy training and education
program, work with consultants and trainers to develop education
/ information materials, and conduct energy management training
for business owners, residents, local agency facility operators,
etc.
Salary and benefits
The annual salary range is $75,000 to $85,000 depending upon experience, plus compensation for benefits.
Qualifications
Excellent writing and speaking skills; experience with business planning and reporting; the preparation of strategic and shorter-term program action plans; and with project development and on-going management.
Experience with budget preparation, monitoring and reporting, and the preparation of financial, administrative and technical operations reports. Candidates should be successful grant funding applicants, and also have experience with staff planning, hiring and management.
Candidates should be familiar with current energy technologies, policies and practices.
Previous experience working with local boards and commissions, and familiarity with State and utility loan, grant and technical support programs are desirable.
Minimum Qualifications
A baccalaureate degree from an accredited college or university; preferably with major course work in engineering, business administration or other appropriate field.
Four years of program management experience in government, or a utility or similar agency, or in an energy engineering company. This should include at least two years of supervisory experience.
