Energy Efficiency Best Practices Website
Over the past twenty-five years, energy efficiency programs have evolved
and improved by taking advantage of both formal and informal communication
of program features and lessons learned. Now California's investor-owned
utilities and energy commissions have sponsored an effort to systematically
benchmark and draw lessons learned from recent programs implemented throughout
the United States. The Energy Efficiency Best Practices Project provides
a structure for analyzing and communicating best practices to help meets
today's complex energy challenges. This wealth of information is consolidated
on the Energy
Efficiency Best Practices Website (www.eebestpractices.com)
which was launched February 1, 2005.
The Energy Efficiency Best Practices Website was developed to communicate
excellent practices nationwide in order to enhance the design, implementation,
and evaluation of energy efficiency programs. The project used a benchmarking
methodology to identify best practices across a wide variety of program
types. The website provides Best Practices Reports for the following 11
different program areas: Residential Lighting, Residential Air Conditioning,
Single-Family Comprehensive/Weatherization, Multi-Family Comprehensive,
Residential Audit, Residential New Construction, Non-Residential Lighting,
Non-Residential HVAC, Non-Residential Large Comprehensive Incentive, Non-Residential
New-Construction, and Mass Market Advertising. Additional program area
reports are planned.
Each report presents a detailed analysis comparing benchmarked programs
within a particular area. The reports identify best practice approaches
to program management, implementation, marketing, and evaluation; analyze
key program area-specific challenges and issues; and summarize lessons
learned.
The website also contains profiles of ninety energy efficiency programs
from around the country. These Program Profiles provide information about
each program's basic approach to program management, implementation, marketing,
and evaluation. The profiles also include a list of sources and key program
contacts. The site provides a simple query mechanism that allows users
to search for programs based on a variety of program features.
Pacific Gas and Electric Company managed the project under the auspices
of the California Public Utility Commission in association with the California
Energy Commission, San Diego Gas and Electric Company, Southern California
Edison Company, and Southern California Gas Company. The project was conducted
by Quantum Consulting, Inc., with the assistance of Research Into Action,
Inc.; Frontier Associates, LLC; and Megdal & Associates.
