Following the California Public Utilities Commission (CPUC) December decision on the Community Choice Aggregation (CCA) rulemaking (R.03-10-003), the utilities have filed their revised tariffs. The tariffs were originally filed jointly by the three utilities (PG&E, Southern California Edison and SDG&E), however, each utility has filed its own revised tariffs. The CCA community asked for and got more time to review the tariffs and a workshop where the utilities, the CPUC and the CCA community can review the changes to the tariffs to resolve questions. That workshop will take place on March 28th from 9:30 am to 4:30 pm.
The CPUC decision also directs its Executive Director to develop and publish the steps of an informal process of review that provides a forum for the CCA and the utility to understand the CCA's implementation plans and assures the CCA is able to comply with utility tariffs. The Executive Director is also directed to prepare and publish instructions for CCAs and utilities that includes a timeline and describes the procedures for submitting and certifying receipt of the Implementation Plan, notice to customers, notice to CCAs of the appropriate CRS, and registration of CCAs. A workshop is expected when these materials are available.
