LEAP Helps Cities and Counties Plan an Energy Efficient Future
With the increasing volatility of energy prices and supply, now
is the time for local governments to plan energy efficiency into
new development. The Local Government Commissions Local Energy
Assistance Program (LEAP) can help.
Development Plan Assistance
Maximizing solar orientation of subdivisions and individual buildings
(for passive solar heating in winter and shading in summer) and
developing narrower, tree-shaded streets to reduce exposed heat-absorbing
asphalt and lower ambient temperatures is a LEAP cornerstone. LEAP
helps local governments and developers make it happen by reviewing
development policies and subdivision plans, and providing recommendations
for improved solar orientation, reduced street widths and increased
street shading from trees. LEAP can also (on a limited basis) prepare
alternative plans for consideration by planning departments and
project applicants. Finally, LEAP can work directly with builders
to identify cost-effective measures in new homes to exceed state
energy standards.
General Plan Energy Provisions
The general plan is a critical tool for defining a communitys
long-term energy strategy. LEAP can review and provide suggestions
and resources for general plan energy elements. LEAP can also prepare
model energy goals, policies and language with supporting documentation
for adoption during general plan updates.
