On August 18, 2004 CPUC Commissioner Susan Kennedy released an Energy Efficiency Administration Draft Decision for Discussion Only on long-term administration of public goods charge energy efficiency funds. The current version of the draft decision is posted at the CPUC web site (www.cpuc.ca.gov/static/industry/electric/energy+efficiency/rulemaking/index.htm).
The CPUC will seek oral arguments on the current version of the draft decision on September 30, 2004 from 10:00 a.m. to 1:00 p.m. in the Commission Courtroom at 505 Van Ness Avenue, San Francisco, California. Only those parties that submitted written comments in this phase of the proceeding will be considered for participation in this oral argument. ALJ Gottstein will make the final decision on participation, time allotments and other logistical issues in developing the agenda, and post the final agenda on the Commission website.
The draft decision for discussion is basically the proposal submitted by the Natural Resources Defense Council, and others, that gives the responsibility for choosing energy efficiency programs and providers, and the administration of the funds and contracts to the investor owned utilities with CPUC oversight.
