Community Choice Aggregation Updates

Administrative Law Judge Duda issued a proposed decision in R.06-03-004 that allows Community Choice Aggregation customers to participate in net metering tariffs with the CCA and the investor-owned utility delivering the electricity. The proposed decision states that CCA customers can participate in net metering on the same terms as remaining bundled IOU customers. That is, they get credited with the generation and transmission and delivery charges (the IOUs wanted to only credit them for generation). Comments are due on this proposed decision by September 14th and reply comments are due September 21st. It is good for local governments to provide comments in support of decisions like this. The article in the last issue of CURRENTS stated the San Joaquin Valley Power Authority's community choice aggregation program would start serving local government members in November. The City of Fresno decided not to join the SJVPA at this time. SJVPA has submitted a revised implementation plan (without the City of Fresno) to the California Public Utilities Commission, and now expects to start service in February.

The Local Government Commission will be hosting two more workshops on community choice aggregation in Escondido (September 14) and Petaluma (October 10). Visit the LGC Events webpage for more information and to register.
