2009-11 Energy Efficiency Programs update

Even though the process started a year and a half ago, the CPUC’s plan to have the 2009-11 Public Goods Charge energy efficiency programs in operation by January 1, 2009 will not happen. Administrative Law Judge Gamson has said we cannot expect a decision on the next round of programs before March 2009. The ALJ has asked the utilities to provide a plan for bridge funding for existing successful programs that would allow them to continue until the decision on the 2009-11 portfolios is made. This does not allow the utilities to provide any funding before the decision for any new programs that have not been part of the 2006-08 portfolio. The utilities will continue their negotiations on 2009-11 contracts with both existing and new energy efficiency programs so that they can start shortly after the CPUC decision next year.

CPUC Commissioner Dian Gruenich issued a proposed decision on adopting California’s Long Term Energy Efficiency Strategic Plan on August 19th. It will not appear on a CPUC agenda for at least 30 days. Read the proposed decision.
