Board Updates
Policy Changes from December
On December 15, 1998, the Integrated Waste Management Board made
several policy changes that will affect all entities receiving
grants from the Board. The policy decisions are summarized below.
Individual grantees that are affected by one or more of these
changes will be notified separately with specific procedures.
Contact your grant manager or call Shirley Willd-Wagner, IWMB,
at (916) 255-2343, with questions and concerns.
- All grant agreements must be signed
and returned within three months of the date it is sent by the
IWMB.
- Board approval is required for any grant
to be extended beyond the three-year fiscal appropriation. Although
actual grant terms have often been for less than three years,
this policy will impact most used oil grants. The three years
is based on the States fiscal year, beginning July 1 of
the year of appropriation. For example, the Third Cycle Used
Oil Non-Profit Grants were appropriated on July 1, 1998, but
not awarded until October 6, 1998. The grant term is October
15, 1998 to October 31, 2000. IWMB management can approve extensions
through June 30, 2001, but anything beyond that date will require
Board approval. You will have to notify IWMB staff at least
six months in advance if you plan to request an extension, to
allow time for the agenda item preparation. Affected grantees
will receive specific procedures for this policy. We are also
reviewing the timing of our grant cycles. Please be sure to
consider this time restriction when preparing competitive grant
applications.
- Any grant applicant with an outstanding
invoice from the Board that is over due by more than 90 days
is not eligible to receive a competitive grant award. Outstanding
invoices include any audit findings from a previous grant or
fines levied by the Board.
- A question and answer period will be
initiated for competitive grant cycles. Potential applicants
will have the opportunity to submit questions about each grant
cycle in writing to IWMB staff. Staff will prepare responses
and mail them to all potential applicants. The procedures will
be outlined in the application package.
Certification Update
The IWMB recently visited with oil grantees throughout the state
to review the status of used oil certified collection centers.
The majority of centers follow State requirements, however, IWMB
staff noted several areas for improvement:
Signage. Approximately one fourth
of certified centers do not have a certified center sign posted.
Centers are mailed signs upon certification and signs are distributed
during site visits. If you discover a center that is missing its
sign, please call the Used Oil Recycling Program at (916) 255-2891.
Contamination. Certified centers
can use help referring customers who have used oil suspected of
contamination. The Used Oil Recycling Program has phone numbers
for each county, (commonly a Public Works, Public or Environmental
Health Department) which may be used to find out where customers
can dispose of their used oil if its suspected of contamination.
Be sure to share the number with the certified center operator
when conducting site visits. Call the Used Oil Recycling Program
if you would like assistance or if there is a change of phone
number.
After Hours Disposal. The IWMB
is making English and Spanish aluminum signs (182 x 242) which
can be posted by certified centers warning the public of the illegal
disposal (i.e., leaving used oil unattended after a centers
business hours). Let the IWMB know if your centers are interested
in obtaining signs.
Storage Capacity. If you discover
that a certified center regularly turns away DIYers, find out
why. If the operator must turn DIYers away due to a filled storage
tank, find out if they can accommodate a larger tank or if they
are interested in obtaining one. You may choose to use some grant
funds to help them purchase a larger tank. Operators may also
claim to have hauler problems. If you have time, follow up with
the hauler. Otherwise, let IWMB staff know so that they may follow
up with the hauler.
The IWMB staff is grateful to grantees
who visit and assist their certified centers, and IWMB staff hopes
to provide assistance to improve the quality of certified centers
and make recycling used oil easy for the DIYer.
Third Cycle Non-Profit Grants
The IWMB recently awarded more than $2.5 million in grants to
18 nonprofit organizations throughout the State to promote the
recycling of used motor oil. The term for these grants is October
15, 1998 to October 31, 2000. The organizations will use the grants,
ranging from $32,368 to $199,977 to establish used oil recycling
centers and collection events, distribute oil recycling containers,
and develop public education materials and promotion events. Most
organizations will focus on regional projects.
It is essential that you contact the nonprofit
organizations in your area to ensure that the used oil recycling
program message is clear and consistent throughout your community.
Working together is the most effective and efficient way of accomplishing
this common goal. A list of nonprofit grantees can be found at

and HHW Grant Application Available
Two new items now available at the Board
can help you through the maze of paperwork associated with payment
requests and the HHW grant application. Board staff has prepared
a model payment request and a model HHW 7th cycle grant application
to use as a guide in preparing your own documents. For a copy
