Meet Cruz Ramos, City Manager of the City of San Joaquin located on the west side of Fresno County, California. As of late, this small, agricultural community has received devastating blows due to water shortages and the downturn in the economy. Ramos looks to the future, working to build networks with other rural communities in the region and searching for more resources that can help make San Joaquin a more healthy and livable community.
