Stimulating Public-sector Implementation of Renewable Energy
Local governments play an important role in stabilizing the State's
power supply as well as stabilizing municipal electricity expenditures
through self-generation. An October 2000 study by the U.S. Dept.
of Energy's National Renewable Energy Laboratory (NREL) for the
Local Government Commission revealed that California's cities
and counties have the potential to generate up to 200 megawatts
(MW) of rooftop PV power. The document can be downloaded under

A one-stop-shop for municipal financing and procurement of
renewable energy stems, the Assistance Packet directs local
governments to information on photovoltaic systems, a compendium
of financing sources, options for procurement, rebates, incentives,
and local energy policies and programs.
Renewable Energy Policies and Programs
California local governments are leading the way with policies
and programs that support renewable energy generation. This
fact sheet profiles cities that have initiated solar programs
to support home- and business-owners going solar, and it references
local policies that support renewable energy generation. Links
to referenced policy documents are provided.
Solar RFP's
This variety of solar RFPs provides a rainbow of approaches
on how to solicit proposals for municipal renewable energy projects.
RFPs range from single page solicitations for solar panels to
detailed RFPs for full-scale design/build projects.

This fact sheet profiles communities that have installed photovoltaic
(PV) systems on municipal facilities. It includes a "PV Calculator"
that can help to determine the cost per kilowatt hour and simple
payback of a PV system, and a renewable energy checklist for
local governments.

By installing photovoltaics and other renewable energy technologies,
local governments can increase their energy savings, reliability
and security. This power point presentation gives an overview
of PV technology and its benefits, presents case studies of
other communities that have installed PV, and analyzes the economics
of three different solar installations. Additional explanation
