Introducing the ZNE Hub for Local Governments

Local governments play a critical role in advancing zero net energy (ZNE) policies and encouraging implementation to help reach ambitious State targets, as well as to bring important benefits to their communities and residents. While some communities have already begun to demonstrate leadership by beginning to convert their municipal building stock, adopting aggressive local ordinances, and engaging stakeholders from key sectors to support community-wide ZNE implementation, many are requesting additional resources and assistance.

To respond to this request, the Local Government Commission through the Statewide Energy Efficiency Collaborative created the ZNE Hub: Zero Net Energy Resources for California Local Governments. Note that the Hub is intended to serve as a live resource and will continue to be updated as new resources emerge – the first round of updates in early 2017 will include general design updates to make the Hub more interactive and easy-to-navigate, additional resources and case studies, and a comprehensive resource library.

Recognizing that there are many organizations operating in the ZNE space and developing resources (e.g. New Buildings Institute), the purpose of the Hub is to provide concise background information and compile existing resources in one place. The intent is to make it easier for local governments to access the various resources and tools available and create a one-stop shop.

The Hub includes a general overview of the current policy landscape and ZNE implementation for local governments, broken down by common steps, and a compilation of barriers, best practices, case studies, and key references. The Hub will serve as a live resource and will continue to be updated as new policies, funding opportunities, and resources are developed.
